Cameron Burton

Director and Principal Environmental Practitioner, EnviroAssist

Cameron Burton has spent more than 20 years managing environmental compliance in live operational environments, across New Zealand and the UK.

His New Zealand career includes hydrology, environmental compliance, and resource consent implementation roles with Horizons Regional Council, Tasman District Council, and Napier City Council, alongside operational roles with the New Zealand Defence Force and major primary industry operators including Fonterra, Ravensdown, and Foodstuffs.

At Horizons and Tasman, Cameron was responsible for environmental compliance across dairy farming, landfills, timber and milk processing factories, earthworks, rural sector activities including aerial aviation, and urban airshed pollution.


At Napier City Council, he built an Environmental Solutions Team covering stormwater education, scientific studies to inform capital projects, and redesigned kerbside waste and recycling services, while enforcing compliance and renewing bylaws for trade waste, wastewater, and stormwater. The team also studied the waterways feeding into Te Whanganui-a-Orotū (Ahuriri Estuary), and Cameron was the first in New Zealand to initiate and successfully prosecute an organisation for breaching a Stormwater Bylaw.


Cameron's background is unique in spanning regulatory experience across district, city, and regional council, alongside industry and consulting experience, including as Technical Director – Environmental Management at Pattle Delamore Partners (PDP), and time in the UK as an Environmental Specialist for a passenger railway operator.


Cameron now leads EnviroAssist, a Hawke's Bay based environmental compliance consultancy that works directly inside client project teams rather than as an external advisor. EnviroAssist supports construction, infrastructure, energy, and primary industry clients with compliance management, environmental and construction management plans, monitoring, trade waste and quarry management, independent assessments and investigations, and spill response training.

Current embedded roles include Environmental Compliance Manager on NZTA's SH2 Hawke's Bay Expressway and Lead Environmental Practitioner on the HBRC Flood Resilience Programme, alongside a growing client portfolio across Hawke's Bay, Northland, Canterbury, and Tasman.

EnviroAssist continues to grow, keeping compliance practical and grounded in what happens on site.

Both Sides of the Silt Fence

A pre-aggrieved member of the public reported a sediment discharge on the NZTA SH2 Hawke’s Bay Expressway that hadn’t occurred. The complaint triggered a regulatory response, consumed project resources, and tested whether the relationship between practitioner and regulator was robust enough to hold without compromising either party.


It held. Because it had been built properly.


This presentation examines what genuine engagement across the compliance divide looks like on a major infrastructure project - multiple contractors, different specialities, markedly different levels of environmental maturity, and a community that doesn’t wait for the facts.


A separate rainfall event, with the compliance officer observing from the road and messages exchanged in the aftermath, made the same point: when proactive communication and transparency are the baseline, informal dialogue replaces formal enforcement.

Bringing diverse contractor teams to a consistent standard - without the authority of a direct employment relationship - requires trust, credibility, and consistent presence. FIFO practitioners cannot establish any of those.


The relationships with regulators, mana whenua, landowners, and communities that make the compliance divide crossable cannot be parachuted in.
