Small Sites, Big Impacts?
Unprecedented urban intensification across the Queenstown Lakes District (QLD) is presenting added pressure on the natural environment and local infrastructure. While regulatory and professional attention is typically focused on large-scale developments, an increasing level of earthworks activity is occurring across small residential earthworks sites, often between 500 and 1,000 m². Individually, these sites may appear small; collectively however, they represent a growing, cumulative impact within sensitive catchments/environments.
The Queenstown Lakes population reached approximately 54,400 in 2025 and is expected to grow by 80% over the next 30 years. To meet projected demand, the 2025 Housing and Business Capacity Assessment identifies the need for an additional 27,100 dwellings, with more than 9,000 required by 2033 alone. Much of this growth is being delivered through large residential subdivisions and residential infill developments. Under the QLDC District Plan and Otago Regional Plan, earthworks below defined thresholds, often do not trigger or require resource consent, resulting in many sites proceeding with limited formal ESC requirements.
This presentation examines whether numerous small residential earthworks sites can collectively result in disproportionate sediment effects, using the concept of “death by a thousand cuts” as a framework for considering cumulative impacts. Comparative scenarios are used to assess sediment loss from small sites with no ESC measures versus sites implementing relatively simple, well-scaled controls. The analysis explores whether incremental improvements at the individual site scale could meaningfully reduce sediment discharge when considered collectively across subdivisions or urban catchments.
As urban infill continues to intensify across the district, understanding and addressing the sediment contribution from small residential earthworks sites is likely to become increasingly important in reducing impacts on the high value receiving environment that this district is globally renowned for.
