Cooney Lees Morgan
Victoria is a Senior Associate in the Litigation and Local Government team at Cooney Lees Morgan. Victoria has over 15 years’ experience working as a litigator in both the civil and criminal jurisdictions. Since joining Cooney Lees Morgan in 2016, Victoria has specialised in undertaking enforcement work and regulatory prosecutions for the firm’s local authority clients. This can range from providing advice during the early stage of an investigation (e.g. in respect of the scope of enforcement powers and available tools for evidence gathering), to reviewing draft compliance notices (e.g. infringement notices, abatement notices and notices to fix), to preparing court documents for filing, and representing councils in court. Victoria regularly advises clients in relation to a wide range of regulatory and environmental compliance and enforcement matters.
Evidence That Survives: From Site Visit to Court (without the Wheel-Spinning)
A frontline-focused session on the small habits and systems that make the difference between a robust investigation and one that falls apart under scrutiny—without adding unnecessary process. Anchored in best-practice CME guidance and real-world pitfalls.
Why it’s timely: Frontline staff are under pressure to move faster, but the evidential bar (especially for prosecutions) doesn’t move.
What it covers (practical):
• Designing monitoring so that it can also support evidence if required (photos, notebooks, chain-of-custody).
• Avoiding common pitfalls that create rework or weaken credibility.
• Decision logs and audit trails (what to record, and why).
Anchor: MfE’s CME guidance emphasises councils’ CME responsibilities and tools (promotion through to formal enforcement), and the need for robust practice.
