Keith has been involved in law enforcement and regulatory activity for his whole career starting in Police and including senior roles in the Commerce Commission, Ministry of Consumer Affairs, Department of Affairs and the Ministry of Social Development. He has been the Chief Executive of three crown entities - the Real Estate Authority, Maritime NZ and the Civil Aviation Authority. His work has included regulatory policy and practice in economic, social, environmental, transport, safety and security regulatory systems. Keith has also played a leading role in the development of regulatory system and people capability since 2008. Since retiring from CAA early in 2026 he has maintained involvement in the regulatory domain through some contracting, writing and capability development activities.
Contemporary Compliance Challenges: Comparing the expectation gradient with the capability gradient
Expectations of regulatory systems appear to grow in proportion to the volatile, uncertain, complex and ambiguous conditions in which they operate — regardless of jurisdiction. The ability of regulatory systems to meet expectations may be, let’s say, less dynamic. The politics of regulation and regulatory system governance, leadership, capability and practice all have a role to play. What would a positive agenda look like to build alignment across the gradients?
